KUNSTHAL ROTTERDAM

Půdorysem muzea prochází dvě okružní cesty: východozápadní shodná s Westzeedijk a severojižní veřejná rampa domem.

Kurátorem je Berlage Institute a téma celé akce zní POWER - Producing the Contemporary City.

Programme Third Biennale

The programme of the third International Architecture Biennale Rotterdam contains different exhibitions, a PowerLounge, an international master class and other activities.

Exhibitions

The programme of the third biennale contains the following expositions:
New Dutch City
Visionary Power
A Better World - Another Power

The International Architecture Biennale Rotterdam and the Berlage Institute

The IABR is a biennial event that brings knowledge and experienee in the designing disciplines (architecture, urban design and landseape arehiteeture) from all over the world to Rotterdam, eentring on an urgent issue. It brings together arehiteets, urban designers, theorists, students, developers, policy makers and politicians from the Netherlands and abroad and presents their work to the publie at large. The IABR difTers from other biennales in that the Rotterdam biennale does not simply presen exhibitions, but also conducts research, sets agenda, takes political stands, and in the proceess works primarily with a young generation o arehiteets. The Rotterdam-based Berlage Institute - eurator of the third biennale - is an international postgraduate laboratory for edueation, research and development in the fields of architecture. urbanism and landseape arehiteeture. Its programme is devoted to develop new architectural knowledge and it wants to bridge academic research with professional praetice.

The New Dutch City

ln our fast-globalizing world, internationaI I petition is increasingly a battle of cities: tha where the money is made, where physical a digital networks link up, where culture flow ishes and science grows. Everywhere, including in the Netherlands. The competitive position of Dutch cities in gl al and the Randstad in particuiar, however, under a lot of pressure. The fact that Asian gers' like Beijing and Shanghai have overtal the Randstad in recent years does not come a surprise. But closer to home, Greater Lom the Ruhr Area, the Flemish Diamond and th Paris Region are all performing better as well. So, whaťs up? Its spatial structure of close-set cities and villages separated by a patchwork of green mal the Randstad unique in the world. Actually, it is a single city with severaI centres - which is exactly how it is used by the majority of its inhabitants. But the Randstad is now rapidly losing these features. The road system is congested, railway lines are overtaxed, travelling times are rocketing. Recent decades saw the total fragmentation I disintegration of the Green Heart, with festering industrial areas along motorways blocking th traveller's view of whaťs left. The Randstad is losing its appeal as a place to live and work.

Scale Increase

Ir recent trends persist, the Randstad will soon be a continuous urban body - one that do es not. However, function like a metropolis and is noť run like one either. For the mobility networks and landscape structures required ror a wellrun Randstad cross traditional city limits and province borders. To turn the negative tide and revitalize the Randstad, the Netherlands has to think, design and govern on a higher scale level. The administrative collaboration required to provide ror the Randstaďs ruture is now being realized in the North Wing Programme (Amsterdam, Almere, Utrecht and Schiphol) and the South Wing Administrative Platrorm (The Hague, Delft and Rotterdam).

North-South

The North Wing and South Wing organizations are developing integral views on, and projects ror, a ruture Randstad. But each at the other end or the field: a somewhat bloodless Green Heart lert in the middle. Administratively speaking, scale increase appears to be limited, too. The approaches or each or the Randstad Wings reveal traditional cultural differences between Amsterdam and Rotterdam: dreams versus deeds and culture versus inrrastructure. Their plans will be influential, certainly, but as yet they are little known. To racilitate public discussion, The New Dutch City exhibition presents them side by side. And asks: 'Is this the city we want?'

North Wing

Both economically and demographically, the North Wing represents the ras test growing part or the Netherlands. About a third or the Dutch population lives and works in this area. Schiphol, stilI one of the worlďs major airports now mainly continues to grow because of an in creasing number of transfer flights. Amsterdam would like to persuade these transients to stick around for a while. The Destination AMS plan is primarily focused on the imago of Amsterdam as a centre of culture and international trade and a city of glorious tradition and ongoing rejuvenation. Twenty artists were commission to portray what Amsterdam was. is and. last b not least, could be.

Trump card of the nearby 'new city' of Almere is its scenic location between a vast coastal st and green polder lands. The exhibition includes the design Mecanoo architect Francine Houben created for a Randstad City Beach south of Almere. In addition. plans for the realization of 20.000 dwellings in the Haarlemmermeer and the development of both North Sea Canal banks are on view.

South Wing

The Randstad South Wing consists of a web of cities villages and infrastructure. The South Wing projects that are part of the New Dutch ( City exhibition are based on this cobweb struc ture.

The City Link project covers the existing infrastructure in a fine-meshed and frequen public transport system. Local tram and metro networks connect with it and thus revitalize, for instance, old industrial sites like Binckhorst ( in The Hague, for which OMA drew up plans Rotterdam, like The Hague, focuses on incre sing the density of the existing city, with a plan to realize 56.000 dwellings within the ring road plus a tribute to the rising Rotterdam skyline.

And when the cities remain within their boundaries and the trafik infrastructure remains within its own limits, perhaps space wll be created for the plan by landscape architect Adriaan Geuze or West 8. He has designed an intricate network or floating bicycle paths, which preserves and provides access to the open landscape between the cities - one or the Randstaďs greatest assets.

150,000 People Every Day

150,000 people a day leave their rural existence behind to start a new lire in the city. Just imagine: a new Rotterdam every five days, a new Shanghai or New York every three month! At the same time the city is becoming more ant more a place or commerce and private interest The numbers don't lie: together with climate change, the ruture or the city is the challenge o the 21st century. Forces as international capital, mass migratiol sarety and tourism have a growing innuence 01 cities and determine their success in the world wide urban competition. At the same time, suc rorces are difficult to pin down and guide. What are the rorces behind the irrepressible growth or slums? Which or them determine speciál economic zones? Who produces the city? is a question that, in this era or globalization. is becoming increasingly important and ever more urgent. Since time immemoria!, the city has been the most universal manirestation or civilization. TI city is the stage or revolution, emancipation ar upheaval. It is like the canvas on which we - 11 this day - can read the physical expressions le there by rormer generations. But how can the city or today, weighed down by the mass inf1w or new inhabitants and continuous privatizati( be the civilization project or the 21st century? The future home to the majority of the worlďs population is under tremendous pressure. The sense of urgency this triggers is the point of departure for the 3rd lnternational Architecture Biennale Rotterdam. POWER asks who will take responsibility for the future of the city. and what the role of the architect will or should be in this. These questions are the focus of the three exhibitions. the international master class and the debates and presentations that will take place during the two weeks ofthe PowerLounge. With concrete projects and newly developed visions. the two main exhibitions in the Kunsthal Rotterdam, Visionary Power and The New Dutch City, give insights into the forces that are putting cities. worldwide and in the Netherlands respectively, under pressure. With A Better World - Another Power the Netherlands Architecture Institute presents an architecture that chooses to make the most important user, the resident, count once more. Architects and urban designers from more than ten international schools of architecture concentrate on the form of the public icons in Rotterdam during the master class Form and the City. And during the biennale, billboards all over the city show future visions of Rotterdam, developed during the Indesem2007 workshop held at Delft University of Technology. In this way, POWER - Producing the Contemporary City places the urgent matter of the future of the city on centre stage.

Visionary Power

The Visionary Power exhibition presents the material results of an inquiry into the forces that affect the development of our cities wor wide; into the effects these forces have on 01 everyday surroundings; and into the capacit of a young generation of architects to cope with and possibly manipulate such forces. Last summer the curators of this Biennale asked international teams of scientists and archite to reduce their knowledge of the forces that affect cities - like migration, fear, commerc! tourism and representation - to a well-defin problem: an urgent question about the po ss future of the city. The Biennale subsequently asked young anI talented architects from all over the world 1 comment on the propositions that were put ward. They were given a threefold assignm 'select an urban force that matches your O" projects and research; indicate a city in which this force is strikingly manifest; and create architectural strategy to deal with this pheJ menon. Over the past six months, in Mexico, Austri 50uth Africa, Lebanon, China and other co tries, the selected architects worked on th! 'projects for the city', which are now on sh in the Rotterdam Kunsthal and which expr their commitment to the future oe our citie They ask how, in 2050, the then nearly 6 t city dwellers will be able to live and survive together in mushrooming megacities; how makers, companies and inhabitants will Ir. to steer global eorces in the right direction locally; and, especially, how they, the arch themselves, will succeed in playing a visio and directive part once again. Once again: for visionary plans are out oe eashion, and society has turned out not to makeable. So are we going to wash our hands of the city oe the future? Expose it to theforces that affect it so insolently? The Visionary researchers and architects do not think so Their analyses and strategies are counter modest yet ambitious attempts to make c more sustainable, comeortable and beaut the future.

Corporate Cities Global Cupital

There are steadily increasing signs that the world is ruled not by politicians but by economi rorces. Big multinationals control the agenda or the weakened states. Cities are ralling prey to private investors. Residential areas are being edged out by high-security business districts. The flashy architecture associated with this is not concerned with the quality or life in the city. aiming only to show oIT wealth and economic power. Keller Easterling seeks an answer to the question or how architecture can oITer a resistance to the immense power or the multinationals.

Busan, South Korea

Thanks to the rapid evolution or ecological tech¬nologies. Inaba (Los Angeles) predicts a radical change in the way we will build our offices and cities. Busan will become the pioneer ror the new ecological city.

Luoyang,China

Yimin Zhu (Guangzhou) reruses to let the urban expansion in Luoyang be dictated by the standard vision or economic success. The historie structure or the Chinese city rorms the premise ror an alternative project. which is a rejection or the current spectacle architecture 01 China's cities.

New Jersey, USA

Segal & Verbakel (Princeton University) oITer a toolbox to transrorm the chaotic landscape or the most densely populated state in the USA, filled with rragmented industrial estates, into a modern-day 'city-state'.

Spectacle Cities Tourism

Cities all over the world are embroiled in a fierce competition to attract as many tourists and as much industry as possible. They are investing in spectacular architecture, vying for recognition as World Heritage Sites or organizing global sports events. John Urry points out the short-sightedness of 'spectacle-ization' and the competitive drive among cities. A lasting and attractive city is not built with a few spectacular icons. Architecture must express a society's vision of the future of the city, not simply strive for spectacle and image value.

Havana. Cuba

To ease the pressure the tourists are placing on the historie city centre, a-u-r-a &FUNDC BV (Germany/Netherlands) has designed an artifi¬cial island and leisure facilities in Havana Bay.

Innsbruck. Austria

Accreditation as a UNESCO World Heritage Site threatened to paralyze lnnsbruck, so the city withdrew its candidacy. Bad_architects (lnnsbruck) has developed criteria to assess contemporary architecture in heritage sites.

Rome. Italy

Baukuh (Genova) infuses new life into the city by opening Rome's archaeological patrimony to contemporary use by the city's tourists and residents.

Capital Cities Representation

The rorm or the city is a reflection or the society and its dominant ideologies. In an era in which the development or cities is ruled by market economies, Pier Vittorio Aureli and Martino Tat. tara call ror taking the city in hand once again. Architecture and urban design must give the city or the ruture a clear and recognizable Form. The city must once more become a 'Capita! City' - not just the capital or a country, but a cultural, economic and political centre.

Astana, Kazakhstan

When Astana was designated Kazakhstan's new capital, a new city emerged out or nothing, composed or governmental buildings in a monu. mental emptiness. As a counterbalance, Inter.National.Design (Rotterdam) turns the old communist centre into a public place ror all Kazakhs.

Beirut, Lebanon

ln a series or subversive scenarios, WORK Architecture Company (New York) turns the touristy historie centre or Beirut once more into the symbolic heart or Lebanon, in which the country's various ethnic and religious groups can find a place.

Moscow, Russia

Alexander Sverdlov (Rotterdam/Moscow) has designed 400 identical residential towers that reinrorce the endless fields or prerabricated blocks or flats on the rringes or the city, giving present-day Moscow a powerrul race.

Hidden Cities Fear

Our society is gripped by the rear or the reru¬gees crowding at the gates or Fortress Europe. This is why we are building new lron Curtain between North and South. We lock up asylum seekers who slip through the net in camps. Some or these are like a bUnd spot in the midst or our own city. Ueven De Cauter and Michiel Dehaene go in search or a way in which archi¬tecture can deal with the inhuman reality or the camp. Can architecture open eyes to 'hidden cities'? Can architecture dereat the rear?

Ceuta, Spain

Office Kersten Geers David Van Severen (Brus¬sels) give the border crossing in Ceuta, a Spa¬nish enclave on Moroccan soil, a concrete race: a city or rerugees in the no-man's-land between two worlds.

Johannesburg, South Africa

The Johannesburg or 2007 is stili ruled by apartheid. A public housing project by blacklinesonwhitepaper (Johannesburg) aims to turn the tide in the old business district, situated between an enclave ror the rich and a rormer township.

Informal Cities Migration

Throughout the world. more and more people are moving to the city. Cities can no longer absorb the massive flow of migration. Today, at least a third of the cities in Asia. Africa and South America consist of slums. favelas. town¬ships or bidonvilles. These are 'informal cities'. No architects or urban designers created them. Yet they entail, according to architects Alfredo Brillembourg and Hubert Klumpner, a crucial challenge for the architect. Local techniques. re¬cycled materials and inventive building methods can inspire the architect in his or her quest for a sustainable architecture that meets the needs ofthe new urban populace.

Mexico City. Mexico

ln three great urban expansion zones in Mexico City. Arquitectura 911sc (Mexico City) goes in search of a way in which formal and informal architecture can complement each other.

Sao Paulo. Brazil

MMBB Arquitectos (Sao Paolo) proposes developing the giant water reservoirs being constructed all over the city as flood defences into public spaces for the informal city.

Tijuana. Mexico/San Diego. USA

A wall of concrete and barbed wire between the USA and Mexico forms the backdrop for the small-scale architecture through which Estudio Teddy Cruz (San Diego) destabilizes the discri¬minatory spatial planning of the American city.

Visionary Power - Producing the Contemporary City

The publication Visionary Power - Producing the Contemporary City serves as a source or new knowledge and expertise on the ruture or the city. While demographic studies and statistics demonstrate that the 21st century will be 'the urban epoch', this book rormulates the ensuing task ror architects, urban designers and politicians. It draws together in-depth research on the roundations or the contemporary city, and presents clear-cut strategies with which to operate in the midst or the interplay or global rorces. Research and projects developed espe¬cially ror Visionary Power are put into context by essays by renowned historians, theoreticians and architects, such as Sharon Zukin, Martijn de Waal, Kenneth Frampton. Gabriele Mastrigli and Roemer Van Toorn.

PowerLounge

The PowerLounge in the Kunsthal is the central gathering place of the 3rd International Architecture Biennale Rotterdam. During the opening fortnight. this is the place where discussion will be waged on the biennale's theme. POWER. through debates, lectures, presentations and conferences. Here, as well as in the adjacent Kunsthal Café, speakers and exhibition visitors will meet and be able to exchange thoughts.

During the day in the PowerLounge. visitors can consult the catalogue at their leisure or watch video projections. At least as long as no other biennale events are taking place, such as the two-day international conference Visionary Power, or the presentation and award ceremony that concludes the Master Vlase, or the debate Noord versus Zuid in één Randstad (North vs. South within One Randstad), part of the New Dutch City gathering, where the future plans for the Noord-en Zuidvleugels (north and south sections) of the Randstad, the urban conglomeration in the west of the Netherlands, will also be presented. In addition. partners of the biennale such as the Royal Institute of Dutch Architects (BNA). Kristal (project developer for, as well as with, six housing corporations in the Randstad) and Atelier Zuidvleugel are also organizing various activities in the PowerLounge.

See the schedule on the next pages for a complete overview of the public events held in the PowerLounge. This agenda also lists lectures and debates organized by the Netherlands Architecture Institute during the biennale, including those marking the exhibition A Better World - Another Power presented at the NAI.

A Better World - Another Power

The exhibition A Better World - Another Power shows a fresh, innovative look at architecture. The four design firms involved in this exhibition did not work based on the plans of bureaucrats, authorities and market players, but instead listened to the residents and users of the buildings. A Better World - Another Power shows the work of groups of architects and artists who, in their practice, are not interested in defining just the form of a building, but rather in stimulating collective processes, spontaneous creativity and activism in order to incite a new political role for architecture. F.A.S.T. in Amsterdam, Jeanne van Heeswijk and Dennis Kaspori in Rotterdam, Santiago Cirugeda in Sevilla, and Center for Urban Pedagogy (CUP) in New York City are actively working to establish a bottom up relation to urban planning and design. The work of these practices is to listen to people's remarks, understand their problems and to develop tools that stimulate people to think critically and actively about the built environment. With A Better World - Another Power the Netherlands Architecture Institute (NAI) presents the power and potential of an architecture that chooses to make the opinions of its most important users in the city, the residents, count once more.

The Future Of Rotterdam On Billboards

What will Rotterdam look like in 2067? In what state will the new generation of architects leave the city?

During the 3rd International Architecture Biennale Rotterdam international students provide answers to these questions aspart of Indesem 2007. This International Design Seminar is a biennial workshop of the Faculty of Architecture at Delft University of Technology. The curator this year is Winy Maas (MVRDV). The theme, The Legacy, dovetails perfectly with that of the biennale. Under the guidance of practicing architects, the participating students are designing visionary billboards about the future of Rotterdam. The billboards will be displayed from 24 May to the end of June 2007 in dozens of locations throughout Rotterdam and its environs.

ROTTERDAM

Turisty často navštěvovaný je Erasmův most moderní stavba spojující severní a jižní Rotterdam.

Zatímco hlavní město je protkáno takřka symetrickými grachty a hlavní řekou Amstel a mořským zálivem Het IJ patřící do vnitronizozemského moře Ijselmeer (součást Severního moře - Noord Meer), Rotterdam mohutnou řeku Maas kopíruje směrem k pobřeží Severního moře. Symbolem města lze určitě považovat mohutný a impozantní most Erasmusbrug. Z tohoto místa pak vede jedna velká široká rovná ulice, a to rovnou do městské části Feijenoord. I tady najdeme typickou klidnou nizozemskou ulici s domy s velkými okny a cihelnou fasádou. Nechybí ani vodní kanál. Když už jsme v Rotterdamu, musíme jít do přístavu. Chceme-li ještě vidět jiný Rotterdam, zamiřme od věže dál na západ, do čtvrti Delfshaven. Tady se nachází stará přístavní čtvrt s pravými holandskými domy. Atmosféra jedinečná. Kde jinde uvidíme indické, čínské, arabské obchody na jedné ulici? Navíc půjdeme-li správným směrem, najdeme zachovalý pravý holandský mlýn. Můžeme zajít až k němu a posedět u něj.

Kinderdijk

Origin of the name

The name Kinderdijk is Dutch for "Child's Dike". In 1421 during the Saint Elizabeth flood of 1421, the Grote Hollandse Waard flooded, but the Alblasserwaard polder stayed unflooded. It is said that when the terrible storm had subsided, someone went on to the dike between these two areas, to see what could be saved. He saw in the distance a wooden cradle floating. There was no hope that anything would be living in it, but when it approached, movement was seen. When the cradle came nearer, someone saw that a cat was in the cradle trying to keep it in balance by jumping back and forth so that no water could come into it. When the cradle eventually came near the dike, someone fished the cradle out and saw that in it a baby slept quiet and dry.

History

Kinderdijk is well known for its numerous windmills. In the Netherlands, the drainage system is an important matter. The Dutch need a large drainage system in order to keep the inhabitants from drowning, because 70% of the Netherlands is below sea level. In Alblasserwaard, problems with water became more and more apparent in the 13th century. The Dutch dug large canals to get rid of the excess water in the polders. These canals are called "weteringen", and they can still be found all over the country. However, this method was sufficient only for a short period of time. The ground started to lower again because of its structure and the level of the river began to rise at the same time. An additional way of maintaining the level of the water in the polders was required. The Dutch decided to build a series of windmills. The windmills would pump water into a reservoir until the level of the river had reached a certain level, in which pumping water into the river was made possible again. Gaining full control over the water was never possible. In the past, the residents of the Netherlands suffered from many severe floods.

The Netherlands is famous for its windmills. Today there are still more than 1.000 mills. Nowhere in the world you will find as many windmills as near (the Dutch village) Kinderdijk. Around 1740 no less than 19 sturdy mills were built here. They have been well preserved to the present day.

The mills drain the excess water from the Alblasserwaard polders - which are situated below sea-level - after which the water is sluiced into the river Lek.

The powerful mill sails serve to transmit the force of the wind on to large paddle-wheels which scoop up the water. Nowadays power-driven pumping engines do the job, including one of the largest water screw pumping-station in Europe.

The foundation "Wereld Erfgoed Kinderdijk" maintains and preserves the windmills in Kinderdijk. The preservation is not limited to the windmills themselves, but also covers the area in which the windmills are situated.

The foundation makes use of funds from the government and the members of the foundation each contribute to the cost of maintenance. Additional sponsoring should take care of reducing the backlog of repairs.

In 1997 the mills of Kinderdijk were put on the World Heritage List of UNESCO.
